I could envision a story where a principle wants to cheat the system and say there are more pupils enrolled than there is in reality to get increased grant payouts or something. If I were to come up with whatever justification, it would be easier to just say there is a more rural part of Japan where they use junkfood scapegoats that are selected the first year they enter the school or something like that.
