It's a lot more complicated then that. If something being considered dangerous was just based on it can kill you then looks like life is dangerous.
Water can kill you. Would you call water as "dangerous"?
What we can say, on a reasonable basis, is that there is no long term data available, so through that, we can't say something like it's definately not harmless, but with what we know and see so far, it's definately not dangerous.
To consider something "dangerous", you have to consider the potential harm, potential for abuse and misuse, and come up with a fair statement of harmful it can actually be.
Take Water as the example. It's potential for addiction by consumption, is low. It's biggest danger is if you are specifically near a body of water, can't swim or stay afloat, and there being a slim chance of someone spotting you.
Based on this, we can say... Water can be dangerous, like lots of things can be dangerous, but saying "can be" and simpl "dangerous" are two different statements.
